Our offices are open from 8:30 am to 4:30 pm, Monday through Friday. We are closed Saturdays, Sundays and Statutory Holidays.

E-Waste (Electronic Waste):
E-waste can be brought to the landfill free of charge. Those items include computers, monitors and televisions. The landfill will NOT accept as E-waste any monitors and televisions with broken screens. Those items are classed as garbage and are charged accordingly. Effective May 1, 2010, E-waste will no longer be accepted at the Public Works Yard. Please take all E-waste to the Hope landfill.
Logs, stumps, creosote wood products and land clearing debris cannot be taken to the landfill.
Metal ties are not allowed.

What can I recycle at the curb in my Blue Bag?
Hope has an excellent recycling program. Items that are accepted in a Blue Bag at the curb include: Aluminum and Tin Cans, Plastics #1, 2, 4, 5, 6 and 7. Any type of paper including (Newspaper, boxboard, corrugated, office, telephone books, magazines, etc.) Glass,
Plastic Grocery Bags,
Plastic Milk Jugs & tetra paks.
Corrugated cardboard should be flattened and bundled no more than 2 feet by 2 feet square and placed beside your blue bags. Absolutely no styrofoam is accepted.
What are the rules on dog ownership in the District?
No person may keep or allow to be kept on any parcel of real property more than five (5) pets, consisting of not more than three (3) dogs or not more than three (3) cats, except in conjunction with the lawful operation of a kennel, pet store, veterinary practice or other similar facility as permitted under the District of Hope Dog Responsibility Bylaw 1245, 2008 and the District’s Zoning Bylaw, in force from time to time.
License fees are due January 1st of each year and for dogs are as follows: Neutered Male/Spayed Female Dog -$20.00 and a Certificate from a veterinarian is required.
Unneutered Male/Unspayed Female Dog is $75.00.
Replacement or transfer of a license tag is $10.00.
Every person owning a guide dog, or raising a puppy for the CNIB or in training by the Western Canada Handi and Hearing Ear Dog Society shall be exempt from the licensing provisions of the bylaw. Limited to one dog. Certificate identifying individual as a licensed trainer is required to be shown.
How do I get in touch with the Bylaw Enforcement Officer?
The Bylaw Enforcement Officer is available by pager Monday to Friday between 9:00 am and 3:30 pm. If you have any concerns regarding barking dogs, dogs running at large, etc., please call (604) 869-8535 and leave a call back number or message and the Bylaw Enforcement Officer will call you as soon as is practical.

What happened to my Utility Bill?
Beginning in 2009, the District no longer bills residential utilities (water sewer garbage) together with taxes. You will be invoiced separately for your utilities. There has been no changed in the billing procedure for Commercial utilities and they continue to be billed quarterly.
How is Hope prepared for an emergency?
The District of Hope has an Emergency Management Program ready to react to any form of emergency or disaster that effects our community. Through the coordination of Municipal Emergency Coordinator Barry Gannon, regular meetings are held that include key agencies in the community. It's important for the public to understand and be prepared for anything including provisions for you and your family to survive, on your own, for at least 72 hours. I've received a Bylaw ticket. Now what?
Instructions on how to pay or dispute your Bylaw ticket are on the reverse of the ticket you've been issued. Payment can either be made in person or by mail. If no action is taken within fourteen (14) days of the Date of Service, then you may be convicted in your absence and the fine amount imposed.
How much green waste can I put out?
You can place unlimited green waste in clear or orange bags or loose in an 80 litre container with a decal on the lid (obtainable free from the District Hall). Each bag or container not to exceed 20 KG or 45 lbs. Accepted items include grass clippings, garden plants, leaves and branches of a maximum 1/4 inch in diameter and 2 feet in length.
How do I report damaged or non-working street lights?
BC Hydro and the District of Hope are working to keep community street lights in your neighbourhood in good
repair, and helping to keep your community safe.
BC Hydro has developed the Street Light Information Management (SLIM) system for municipal and regional
customers. This improved process means a shorter period of time between when the street light problem is
reported and when it is repaired.
If you notice a street light that is out, flickering, on during the day or vandalized, please call 604-869-2333.
When reporting a problem, if you provide an approximate location it will help repair crews to locate and fix the
problem more quickly. Please note the vicinity, intersection, nearby house or business address of the failed light
and include this information when you call.

Memorial Park has changed?
Yes, after a major storm destroyed many of the trees in Memorial Park, by means of a grant and local contributions, the park was able to be restored over a period of years.
The improvements included removing the debris of the storm, major landscaping improvements, the construction of new washrooms, the construction of a stage, cenotagh and a regular program of arborists inspections to ensure trees requiring removal are undertaken before they become a hazard.
The level of maintenance throughout the park is boosted through the tourism season and is a favorite destination for locals and travelers and a major draw to the town centre.
In 2010 Memorial Park was the site for end of day celebrations for both the Olympic and Paralympic Torch Relay events.
What is Hope doing for Economic Development?
In 2009 an Economic Development Strategy Committee was formed from local citizens and a detailed set of recommendations were presented to Council early in 2010.
Council approved those recommendations and proceeded to develop the terms of reference for an Economic Development Commission who subsequently hired an Executive Director.
This independent organization is funded in part from tax revenues with the expectation that additional revenues for programs will be sought by means of grants and other forms of revenue.
The ambitious work program at time of writing is on target with the recommendations of the Economic Development Plan. For details see copy of second quarter report)
District Council, in approving the 2011-2015 capital program, included funding for a 2012 start to a sewer extension to serve vacant highway commercial properties and to tie them into the treatment plant. This will also be a good start to reducing contamination of the high water level in the area and will become a major promotion opportunity for Advantage Hope (which is the name adopted for the Economic Development Commission).
I'd like to know more about the Kawkawa Lake Bridge replacement project.
Early in 2010 a referendum was held with respect to the financing of a replacement bridge over the Coquihalla River. This project was endorsed by 60% of those who voted. While the estimated cost of this project originally exceeded ten million dollars, actual costs will be considerably less and the expected local contribution will be well within the originally budgeted amount.
The project began in July 2010 and was substantially complete in the Spring of 2011. The last major component is the removal of the former bridge. This was made necessary by virtue of the Department of Fisheries and Oceans Environmental Assessment approval related to the flood threat from the height of the original bridge and the need to relocate contaminated timbers.
Could you tell me more about Waste Managent in the District?
In 2010 a detailed Request for Proposal was issued inviting proponents to bid on the garbage and recycling activity in the District of Hope.
First Class Waste Services Inc. was the successful proponent with a cost saving of $1.5 million dollars to taxpayers over a 5 year contract period. The operation has a positive environmental impact due to one stop pickup of garbage and recycling reducing the number of trips as well as better fuel utilization.
Much progress has also been made with respect to improving the operation of the Hope Landfill site. The site is currently non-compliant with Ministry of Environment criteria and has been since 2009. A detailed list of criteria were set out by the Ministry, most of which have now been complied with.
There remains a requirement to develop a design and operating plan for the remaining years of the landfill site and an environment assessment report before the Operating Certificate can be fully reinstated.
At the time of Council approval of the contract award to First Class Waste Services the Town Manager was authorized to engage a consultant to detail options and assess their financial viability and to report back at the end of 2011.
This report will examine the feasibility of such options as early closure, creating a transfer station, selling unused capacity and many other approaches. Pending receipt of these recommendations District Council kept commercial collection rates to the level of operator costs.
Why are our roads and streets not being upgraded?
Council reviewed the need for road maintenance not long ago and the study determined that a minimum of $800 thousand should be spent annually on road and street maintenance.
The capital budget over the last few years has included about $150 thousand for resurfacing and has been concentrated on ensuring commercial access from the highway system is not compromised.
Additional patching of roadways and residential streets from the operating budget is simply a stopgap measure that will eventually add little to the condition of our roads while sucking away resources from other operational needs. In the absence of local economic growth and increased local tax revenues there will be little financial scope to deal with this as no grants from senior levels of government are currently available at this time for this purpose, now that stimulus funding is over.
