The Corporate Services Department is overseen by the Chief Administrative Officer who is appointed by, and reports directly to, District Council. Ultimately responsible to ensure that civic policies and provincial statutes are implemented efficiently, the CAO administers the overall management of the corporation, while providing clear leadership and direction to staff.
The CAO attends all Council meetings and addresses Council as necessary; ensures that Council policies are implemented and bylaws are enforced; motivates and monitors performance to ensure that standards are met, priorities are pursued, and high quality civic services are consistently delivered; and periodically conducts performance reviews of departments and programs.
As leader of the executive team, the CAO advises, assists, and makes recommendations on a full range of civic matters, including policy development, sustainable growth, and budget management, and sets the overall strategic direction for short and long term corporate goals.
The Corporate Services Department is responsible for Corporate Administration, Corporate Planning, Property Management, Bylaw Enforcement, Records and Information Systems Management, Elections and other voting, administration of the Freedom of Information and Protection of Privacy Act (FIPPA) and Human Resources.
Key services include
- Directing and coordinating corporate policy and corporate planning
- Administering the corporate records management program, providing access to records, and processing requests under the Freedom of Information and Protection of Privacy Act
- Managing civic rental properties, land acquisitions, and disposals
- Coordinating Local Government Awareness, civic tours and Sister District activities, and permits for Special Events, such as parades, banners, walks, races, etc. (Special Event Permit Applications are available for download in the "Documents, Bylaws & Applications" section of this site.)
- Administering statutory corporate administration functions, including legal document execution and certification of bylaws, minutes, and resolutions
- Conducting Elections and other voting
- Providing support to Council and its appointed committees and commissions,
- Preparing agendas for all business brought before Council
- Processing applications to appear as delegations before Council (The Delegation Application is availble for download in the "Documents, Bylaws & Applications" section of this site.
- Composing bylaws, minutes, legal notices, and petitions for local improvements and specified areas
- Ensuring public compliance with District bylaws
- Taking affidavits, declarations, and affirmations, and administering oaths in matters related to District business
